Toa Payoh Hillside: CCA Block 410C and the Prime 4-room split at Caldecott

Toa Payoh Hillside is the only Prime project in the 4 November 2026 BTO exercise. HDB is offering 1,432 sale flats next to Caldecott MRT, including 256 Community Care Apartments, the first CCA batch since the eligibility age dropped from 65 to 55.

Applications close 11 November 2026 at 11:59pm. The wait is 45 months, the longest in this round. Prime rules apply: a 10-year minimum occupation period, no renting out the whole flat, and an 11% subsidy recovery when you sell.

Block 410C is the CCA block

The five blocks run 31 to 43 storeys, bounded by Toa Payoh Rise and Toa Payoh Link. One of those five is a rental block with 232 rental flats. The 1,432 sale units sit in the other four. HDB puts the CCAs in Block 410C. They come with senior-friendly fittings already installed. The price does not include the mandatory Basic Service Package or optional care add-ons.

A 15-year CCA lease starts at $88,000 and tops out at $112,000. A 40-year lease, the figure HDB prints in the main Annex A table, runs $151,000 to $192,000. A 45-year lease reaches $201,000. Those numbers are before grants. The apartments are 39 sqm (36 sqm internal).

Inside the precinct, HDB is putting a residents' network centre and an active ageing centre, plus elderly fitness stations. That is the care stack the CCA product is supposed to sit on. If you are applying as a senior household, read the Basic Service Package terms on the HDB Flat Portal before you treat the $88,000 headline as the all-in cost.

The 4-room split: 428 without a balcony, 156 with one

Hillside has no 3-room and no 5-room. The family product is the 4-room, 584 units, split on purpose. 428 units without a balcony are 90 sqm (86 sqm internal) and priced $558,000 to $796,000. 156 units with a balcony are 93 sqm (89 sqm internal) and priced $619,000 to $832,000. Annex A is explicit: the resale comparison table uses the no-balcony selling prices.

Nearby 4-room resale of about 93 sqm has been transacting at $820,000 to $1,200,000 on roughly 91-year remaining leases. That gap is why Prime at Caldecott will be competitive. It is also why the balcony premium of about $61,000 at the floor of the range is a real choice, not decoration.

Two-room Flexi is the other sale type: 156 Type 1 units (40 sqm) from $243,000 and 436 Type 2 units (49 sqm) from $301,000, both on 99-year leases. Short leases from 15 years start at $81,000 for Type 1 and $101,000 for Type 2, for eligible citizens aged 55 and above whose chosen lease covers every buyer and spouse to at least age 95.

Caldecott, two MRT lines, 45 months

Caldecott is an interchange on the Circle Line and the Thomson-East Coast Line. Buses run along Toa Payoh Rise and Toa Payoh Link. That is the location argument. The wait is 45 months, so keys are a 2029 to 2030 story, not a 2028 one.

The MSCP connects to a two-storey commercial block with a food court, supermarket, fast food restaurant and shops on the ground, and a roof garden with social facilities above. A three-storey preschool has its own roof garden and playground. Sky terraces sit on the 20th and 34th storeys of two residential blocks. The MSCP roof has fitness stations, a playground and a community garden.

Schools in the catchment HDB names are Marymount Convent School, Raffles Girls' School (Secondary), and CHIJ Primary and Secondary (Toa Payoh). Check the current Primary 1 registration distances yourself. HDB naming a school is not a posting guarantee.

Who this ballot is for

Hillside is the Prime ballot this round. If you want a 5-room or a 3Gen, it is the wrong form. Those types are at Chencharu Acres, Sembawang Anchor and Plantation Dew. If you want a Plus 4-room nearer the East Coast, look at Bayshore Oasis and Bayshore Sails instead of stretching for Caldecott.

If you are 55 or older and the CCA product is the point, this is the only CCA stock in the exercise. Read the full unit table, lease options and care package notes on the Toa Payoh Hillside project page. Apply on the HDB Flat Portal by 11 November, 11:59pm. Ballot results are due in January 2027. Booking starts March 2027.
