Prime Minister Lawrence Wong used National Day Rally 2026 to raise the family BTO / HFE income ceiling from $14,000 to $16,000, and the singles (35+) ceiling from $7,000 to $8,000. The next sales exercise moves from October to November 2026 so buyers can get an HFE letter under the new numbers. Supporting documents should be in by 25 September 2026.
That extra ballot chance per Singaporean child aged 18 and under is for first-timer families from February 2027. It does not apply to this November exercise.
What actually changed on 24 August 2026
MND and HDB’s joint release is the source of truth. The new BTO ceiling applies to eligible families who apply for an HDB Flat Eligibility (HFE) letter from 24 August 2026. That letter is what you need to buy a new subsidised flat from HDB, buy a resale flat with the CPF Housing Grant, or take an HDB housing loan on a new or resale flat.
Eligible singles aged 35 and above move from $7,000 to $8,000 for a subsidised flat or an HDB loan.
New executive condominiums move from $16,000 to $18,000, but only for projects whose land-sale tender closes on or after 24 August 2026. Balance units in existing ECs, and new units in ECs whose land sale was awarded before that date, stay on the old ceiling.
Chee Hong Tat’s follow-up on 24 August: the higher ceilings are meant to keep about eight in ten Singaporean households eligible for subsidised public housing after incomes rose since the last ceiling change in 2019. CNA reported median monthly household income at $12,446 last year.
HFE first, then November
HDB moved the exercise because the ceiling only helps you if your HFE letter is issued under it. Apply or refresh the letter now. MND/HDB asked buyers who want to ballot in November to submit all required documents by 25 September 2026 (that cutoff was 15 September when the exercise was still October).

Processing often takes a month at peak. If you already hold a letter issued against the $14,000 / $7,000 rules, check the HDB Flat Portal rather than assuming it auto-updates. Do not wait for November brochures before starting the letter.
November’s seven sites (names still TBC)
HDB will offer about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, plus Community Care Apartments in Toa Payoh. Official sales names, Standard / Plus / Prime labels, prices and brochures come out at launch. RecordBTO’s unit-mix preview still adds to 7,970. Treat HDB’s ~7,960 as the round number and the mix below as the site-level preview.
- Bayshore BTO (Bayshore Road), Bedok — about 1,640 units; expected Plus, unconfirmed; Bayshore MRT.
- Bayshore BTO (Bayshore Walk), Bedok — about 860 units; expected Plus, unconfirmed; Bayshore MRT.
- Toa Payoh West @ Caldecott — about 1,430 BTO flats plus Toa Payoh’s first CCAs; expected Prime, unconfirmed; Caldecott CCL+TEL.

Extra ballot from February 2027, not this round
From February 2027, first-timer families get one extra ballot chance per Singaporean child aged 18 and under (including those expecting, with a doctor’s certification) on BTO and SBF applications. First-timer here means nobody in the household has taken a housing subsidy or owned a subsidised flat.
Today a first-timer family already gets two ballot chances versus one for second-timers. FT(PMC) gets three. Unsuccessful Standard applications can add more, with caps. The per-child extra sits on top of that from February 2027. November 2026 still uses the current ballot rules.
Wong also asked Chee to look at extra housing support for larger families who need bigger, more expensive flats. That is a review, not a November grant table.
